Deputy Secretary General and Head of Capital and Solvency
Romain joined the IAIS Secretariat in June 2016 as Deputy Secretary General. He is responsible for financial stability activities and is the Head of Capital and Solvency.
Prior to joining the IAIS, Romain held several senior positions at the French Insurance Supervisory Authority (ACPR), namely, Director for International Affairs and Director for Insurance Supervision. From 2012 to 2016, he was also responsible for the Solvency II Program at ACPR to prepare the organisation and the French market to the new solvency framework. In addition, Romain has been active and involved in the work of several international organisations. He was a member of the IAIS Financial Stability and Technical Committee, Basel Committee on Banking Supervision Policy Development Group and EIOPA Board of Supervisors (as alternate).
Romain is an actuary and holds a master’s degree in Economics and Econometrics from the University of Paris Pantheon Sorbonne, France. He is also an alumnus of the École normale supérieure in Paris, France.
With key risks and trends being global, the IAIS has a unique and important role in monitoring developments and providing an adequate platform for supervisory dialogue and cooperation. I am happy that the Global Monitoring Exercise has demonstrated its versatility to capture new risks and trends. We are also progressing well in building a common, risk-based language for the discussion of group solvency at the IAIGs.
